Economic Effect of Home Visiting Health Care Program in Public Health Center

Abstract
Home visiting health care program in public health centers, which is co-financed by the central and local governments, is implemented to serve disease treatment, disease prevention and health promotion for individuals, families and communities. The purpose of this study is to estimate the economic spill-over effects of the program, including the effects of job creation, production inducement, and value-added inducement. An inter-industry(input-output) model was adopted for this study and the data were collected from The Ministry of Health and Welfare, the Korea Health Promotion Development Institute, and the 2015 input-output statistics issued by the Bank of Korea. As of the year 2019. the total budget of the program was KRW 62.1 in billion, and the total number of employees was 2,185. As a result of an inter-industry analysis, the total job creation effect of the program was estimated to be a total of 61.7 persons per one billion won in financial expenditure, of which 35.7 persons were employed directly by the program and 26.0 persons indirectly induced by a forward and backward chain effect. This total effect was evaluated at 3.9 times higher than that of a health and social welfare service industry, and at 7.7 times higher than that of overall industry. The production inducement and value-added inducement coefficients of the program was estimated to be, respectively 1.727 and 0.833, similar to those of the overall industry.
